*** KLM F-100 makes emergency landing after wheel falls off
A KLM airplane with 67 people aboard made an emergency landing
Thursday after one of its wheels fell off during takeoff, an airline
spokesman said. No one was injured in the incident. The outer wheel
on the Fokker F100's left-wing undercarriage fell off as the aircraft
left Amsterdam's Schiphol Airport on Thursday. An investigation was
launched to establish how the wheel came loose. Flight UK2155, which
was on its way to Belfast, had 62 passengers and 5 crew members on board.
The pilot circled for about two hours to burn up fuel before making an
emergency landing, said airline spokesman. The aircraft belonged to KLM
UK, which is owned by the Dutch flag carrier KLM Royal Dutch Airlines.

*** PAL 747-400 seized in LAX
U.S. authorities seized a Philippine Airlines jet in Los Angeles to
pay off some of the national flag-carrier's debt, an airline official
said Thursday. The Boeing 747-400 plane was the last PAL plane to
leave Manila before the 57-year-old airline shut down. The plane had
been scheduled to return to Manila on Friday.

*** Italian diplomat jokes about Bomb at Vancouver -- Deported..?
An Italian diplomat on assignment in Canada has won a reprieve of a
federal order expelling him for unruly behavior. Giorgio Copello was
to have been expelled from Canada with his family last week on orders
from the Foreign Minister. Court documents allege Copello verbally abused
a hotel clerk in Whitehorse ÷ calling her "rude, a pig, stupid'' and calling
Canada "a pig country'' ÷ and later defied Vancouver airport security while
joking about a bomb during his return trip to Ottawa. Copello responded in
court by calling the hotel clerk's allegations "vulgar falsities and outrageous
inventions.'' As for his brush with airport security and police officers in
Vancouver, Copello stated: "I now realize that these words may have provoked
the security official and I apologize for them.''

*** Walkouts affect French airports -- Again (French Pastime)
Partial strikes affected airports today across France, where unions
protested the leftist government's belt-tightening policies. State-owned
Air France was forced to cancel some flights, while other airlines
experienced delays at Orly Airport south of Paris, when pilots protesting
salaries, schedules and working conditions at the airline began a two-day
strike. All the airline's long-haul international flights were running. But
Air France canceled 20 percent of its medium-range flights out of Charles
de Gaulle Airport and 10 percent of those from Orly outside Paris. At Orly,
unions for the airport's 3,900 personnel called a strike from 7 a.m. to noon.
Some of the airport's 100 firefighters joined the walkout, forcing closure
of one of the airport's two runways. The runway shutdown caused delays of
up to 30 minutes, he said. Unions called the strike to pressure the Transport
Ministry over plans to shift some flights from Orly, the smaller airport
south of Paris, to Charles de Gaulle, north of the capital.

*** Senate bill increases flights, provides money for air safety
Earlier this year Congress added Ronald Reagan's name to the capital's
National Airport. Now the Senate, again over some local opposition, wants
to expand flights out of the busy airport on the Potomac. Flights to and from
O'Hare Airport in Chicago and New York's LaGuardia and JFK could also be
increased under the bill, which would reauthorize programs of the Federal
Aviation Administration for four years. A final Senate vote is expected
Friday. The broad bill also would renew the Airport Improvement Program,
which provides money for airport construction, set up programs to help
small communities hurt by aviation deregulation and seek to maintain quiet
over national parks by putting limits on commercial air tour flights over
them. The bill is S. 2279.

*** America West Pilots Ratify PBS agreement
The pilots of America West have ratified an agreement with the
airline to implement a Preferential Bidding System (PBS), a key
component of their 1995 labor contract. By a majority vote of 65
percent, the pilots passed the agreement which will resolve several
contractual roadblocks pertaining to implementation of PBS. PBS is a
computerized pilot scheduling system that prepares each pilot's flight
schedule based on his or her personal preferences. In light of other recent
developments at the airline, this ratification comes at a time when America
West management seems to be shifting its focus to improving its operations
and boosting employee morale.

*** Lufthansa to Take More V2500 Powered A321s
Lufthansa has firmed up options for six additional Airbus Industrie
A321s powered by IAE's V2500. The aircraft are A321-200s, the largest
of the Airbus single aisle range, fitted with the 33,000lb thrust V2533-A5.
They will begin joining the fleet in December 1999. Lufthansa already operates
20 A321-100s with V2500 power which began revenue service in January 1994.
The newly confirmed order involves six of 20 option aircraft already counted
in IAE's order book.

*** Durable-goods orders rise, but aircraft sector leads gains
Orders for durable goods rose more sharply than expected last
month in the U.S., but the gain was largely due to a sharp jump in
orders for aircraft, a volatile - and weighty - category. Orders rose
a seasonally adjusted 1.6% in August following an equally surprising
1.9% gain in July the Commerce Department said Thursday. Economists
had predicted only a 0.5% gain in orders for August. Transportation
orders surged 15% though, and excluding that category, orders fell
2.1%, the first such decline since a 2.9% drop-off in May. The
advance in transportation orders was the biggest since a 21%
surge in November.

Thursday to end a six-day stand-off at the U.S. embassy over the
presence there of fugitive Krahn leader Roosevelt Johnson. But the
U.S. embassy said that Johnson, his two pre-teen sons and two aides
would be delayed until Friday due to logistical reasons. A spokesman
for President Charles Taylor said that Liberia would not stand in the
way of any attempt by Washington to fly out Johnson, one of Taylor's
rivals from a seven-year civil war that ended with his election
victory in 1997.
