A while back, Neil wrote that he felt we were headed into a 3rd
generation of CRM training -- a growth-based model, where each
individual would learn and progress based on individual need and
assessment. I plan to vigorously pursue the development of such a
model for military CRM, based on a few recent events (I'm sure you've
read about them) and the relative disappointment (in terms of results)
with our last five years of a serious attempt at military CRM. I suspect
there may be some cross-over value to the industry at large.
The challenges we face in the militar CRM world are similar to many
faced across the profession -- shrinking budgets, training time and
scheduling, & aviator buy in and enthusiasm. I believe we are perched
on the cusp of success or failure in military CRM in the USAF. With
future budget cuts undoubtedly coming, I feel that if we don't try
something new and show positive results, we may lose CRM altogether,
or suffer cutbacks so severe it will exists only in name and on paper.
What I propose is an industry Tiger Team, similar to the SA group you
put together, to look into the feasibility and methods required to
implement a new model for CRM training -- individualized growth based
education and training. The goals of the group would be to 1) establish
what such a program would look like, 2) determine what technologies
would be needed for implementation 3) determine what skills program
managers and the new "facilitators" might need to possess, and 4) how
growth based CRM might fit into -- or go about phasing out the current
system and methods. Some of these tasks can be worked
simultaneously, while others will require the first steps to be
accomplished in order to move on.
I would hope this entire project would take no longer that 2-3 months
and result in a formal report to the group. The discussion would have to
stay focused and progress rapidly to complete this ambitious schedule.

principally operational within the military in terms of experience, with my
formal education in CRM program design and curriculum development.
Once I get a few volunteers, I will then try to form us up into some
smaller "task groups" and see if I can get Neil to tell me how we might
work this within the structure of the Developer's Group. Anybody out
there interested?
