I agree that measurement of program effectiveness begin during program
design. Measurement is an inherent component of program design, not an
afterthought designed to "save the budget." Decisions regarding
measurement must be made in collaboration with those that approve the
budget. Thoughtful discussion regarding measurement will help establish
consensus on program purpose and goals. How can we know we're going
where we want to go if we don't know where we're going? It seems
simplistic, but I've done it, especially in the case of programs that
are mandated by regulation.
