Perhaps, I can add a little fuel to this fire.
About two years ago, FAA Flight Test asked me to form a team to teach Minimum
Crew Certification to Russian regulators and aircraft designers as part of
the US-Russia Bi-Lateral program. We conducted a two week workshop in April
1995. (That's another story altogether!)
During the workshop design, we determined that a basic understanding of CRM
principles would be essential so that the Russians could accept both our
specific compliance issues and general points-of-view re certification and
human factors.
We decided to include two and one-half days of CRM in our workshop. Some of
the observations that we made as a result of this experience included topics
such as language, starting point, specific objectives, instructional
techniques, organizational and cultural issues,
misunderstandings/misinterpretations, and evaluation methods.
ICAO asked us to present two papers about our experiences at the 3rd Global
Flight Safety and Human Factors Symposium this past April in Aukland. If you

Also, the SAE G-10 sub-committee on Training is working on an ARD regarding
cross-cultural CRM training issues. Rich Adams (rjadams_at_winnie.fit.edu) is
