As the SwissAir investigation progresses, the FAA, dubbed the "Tombstone
Agency" by former D.O.T Inspector General, Mary Schiavo, is looking at
changes. Like ValuJet, individuals within the FAA are coming forward with
reports of insulation concerns prior to SR111. According to the Post, the
CAA of China prepared a report 13 days after the 11MAY96 ValuJet crash,
outlying their studies. The FAA told the Chinese, "While the tests you
conducted are illustrative, they do not invalidate the certification of
the material." On Oct. 1, 1998, the Post reported the growing concern
regarding airliner insulation. The day before, FAA Administrator Garvy
said, it was the "first she learned of the issue." Additionally, "top
officials at the FAA were unaware· technicians in their own agency were·
concerned that insulation could possibly help spread fires inside an
aircraft." These facts prompted Garvey to say, "We have to be prepared,
if we need to, to re-examine our standards," according to the Post. It
comes as no surprise that the same agency that made swift changes at the
top after the ValuJet crash is still conducting business as usual with the
SwissAir crash becoming Garvey's ValuJet. While Garvey has attempted to tame
the unwieldy bureaucratic beast, it remains clear the FAA has changed
little. The FAA had the means and talent to prevent the SwissAir and ValuJet
crashes, but conflicting interest continues to haunt the FAA. For whatever
reason, politics seem to always survive a crash while passengers unfortunately
do not. ValuJet style management at certain "Darlings of Deregulation" are
virtually ignored by the FAA for fear of driving them out of business.
Deregulation will succeed only under the strictest enforcement and oversight
by those commissioned to do so. AJN

Angering federal investigators, Oliver Stone is working on an ABC
special promoting the theory that a Navy missile brought down TWA
Flight 800. Investigators who spent more than two years on the tragedy
and ruled out the missile theory are upset with the show's premise.
Peter Goelz, an NTSB spokesman, said Stone's program "will
undoubtedly reopen painful wounds for family members, and will
serve as a distraction for our investigators.'' Stone's production also
is believed to be causing a stir at ABC between the news department
and entertainment division. ABC News, expressed confidence that the
network will identify Stone's program as an entertainment special and
not an ABC News endorsement.

The U.S. Department of Transportation today issued its monthly
Air Travel Consumer Report September 1998. The 10 largest U.S.
carriers posted an on-time arrival record of 78.9%, mishandled
baggage rate of 4.41 complaints per 1,000 passengers. Consumers
filed 1026 complaints about airline service with the department.

*** American Airlines retires more Jets
American Airlines said Friday it was scaling back 1999 expansion
plans since global economic uncertainty could reduce demand for travel.
The nation's second-largest airline said it will retire 10 jetliners several
years earlier than planned, including eight DC-10s and two 727-200s, raising
its total jet retirements next year to 16 saving $40 million in maintenance
costs during the next three years. AMR said the 10 additional aircraft
retirements would slow 1999 capacity growth to about 4 percent, the rate
projected by AMR executives who said in October that the airline could
slow 1999 growth from 6 percent to 4 percent. AMR said there was no sign
of weakness in the domestic economy, but noted weakness on international
routes had already reduced fourth quarter ticket bookings.

*** Lufthansa Airlines makes unscheduled landing for Neo-Nazis
A Lufthansa Airlines flight on its way to Tel Aviv made an unscheduled
stop in Turkey to remove some passengers whom Israel alleged were
neo-Nazis and said would be barred from entering the country.
Monday was the 60th anniversary of "Kristallnacht,'' when thousands of
synagogues and Jewish shops were destroyed by Nazis. In attacks across
Germany on the night of November 9, 1938, thousands of Jews were
arrested, beaten or killed, 7,000 Jewish shops were ransacked and 267
synagogues were burned down. The night was dubbed Kristallnacht,
"Crystal Night,'' because streets were covered with broken glass from
smashed windows.
