Hi Garland,

The only stuff I've seen on IRR was from the recently published FAA =
"Developing Advanced Crew Resource Management [ACRM] Training: A =
Training Manual" - Seamster, Boehm-Davis, holt and Schultz. It's an =
interesting concept, and seems to tie in nicely with a recommendation =
from Australia's Bureau of Air Safety Investigation (BASI) that was =
published in Asia-Pacific Air Safety (September 1998, Vol. 19) on p.14, =
in an article titled "Advancing Aircraft Safety in the Asia-Pacific =
Region". Under the topic of "Training", BASI recommended that (civil =
aviation) authorities:

1. Consider the need for:
(a) Simulator and flight instructors to be trained in =
instructional/teaching techniques at a recognized educational facility.
(b) Ground, simulator and flight instructors to undergo refresher =
training in instructional/teaching techniques at a recognized =
educational facility.
(c) Ground, simulator and flight instructors to demonstrate their =
ability as an instructor/teacher on a regular basis, and:
2. Assess the quality of printed and electronic training/reference =
material with respect to advanced technology aircraft.

It's only when instructors/trainers have been properly trained, =
including training to achieve standardization in rating trainees (i.e., =
IRR), that the whole training effort will really make some meaningful =
advances. Then safety will be enhanced!
