CRM and General Aviation

Dear CRM'ers,

Hi!, I am really the new guy in this interesting discussion group; but I
have been caught by this philosophy
I am engaged in an Operations departament belonging to an Helicopter
company in South-America ( Argentina), and I coming into the LOS
facilitation and CRM "proceduralization" for small operators.

My question is :

Why all regulations, documents, circulars etc. in general terms, all
developing backed by most aviation authorities is orientated to 121 and 135
operators, leaving alone the General Aviation ( FAR 91 or worldwide
equivalent operators). GA has a lot aircraft's multiple crew-required.
I.E. Corporate Jets or Helicopters flying under IFR, aircraft intended to
patrol/inspection task with strong interface neediness beetwen flight deck
population in order to make a safer operation within their segment and
avoiding to invade with non-safe operations the space of those whom got a
safe way of operation tanks to CRM techniques well developed.

Let's imagine for example a situation where a miss-altitude leveling off
due a poor communication process occurred in a Corporate Jet flight-deck

(non-requiring CRM developing), invading the FL assigned to an airliner
having well covered the CRM training.
