I think that the creation of a LOFT / LOE event set scenario library is a
perfect focal point for a developer's group tiger team. It appears that the
entire industry is moving toward the development of individual event sets that
can be combined to create a LOFT or an LOE. Rather than design complete start
to finish scenarios, it might be worthwhile to design event sets that target
specific technical and management skills.
I do not know what legal hurdles would exist for airlines to swap scenarios
directly. I am almost afraid to ask. I do not think, however, that there
would
be legal
problems that would emerge from a tiger team of volunteers who publish and post
their LOFT scenarios on a web site. Each airline airline that uses some of
the
web site resources has the ultimate authority and responsibility for what they
put in their training programs.
I think the more significant hurdles for a LOFT/LOE scenario development tiger
team would lie in how the format and objectives could be standardized so the
product could be easily adapted to any organization (airline, military,
government, private, etc.).
Once we identify core event set building blocks and parameters that we would
want to include in the design format, it's just a matter of creating scenarios
within this design format. One of the core issues that I am addressing right
now is how to classify conditions and detractors so I can track what I have
built into my LOS sessions. Questions like this would probably have to be
addressed before we could develop an adaptable library of event set scenarios.
Perhaps we might also find that commuter scenarios (for example) are
sufficiently different to warrant a separate tiger team and library.
Sounds like another Tiger Team focal point is emerging. This is directly
in-line with the discussions we had under the "Journey or Destination" header
last month. Once we get enough people who are willing to roll-up their sleeves
and work on a specific product, we can begin a journey to a defined
destination.
