The guidance that the FAA uses to manage the conduct of air carrier
inspectors can be found in the air transportation operations inspectors
handbook. The web reference for this document is:

I haven't had the time recently to read through this handbook (it's pretty
large), however, when I read through it about 1 year ago, there was not
much guidance provided to inspectors for handling the CRM component of the
evaluation.
