Regarding the GAO report, I should have been a bit more specific. The GAO
report did isolate the criticism to the CRM documentation outside of AQP.
The AQP methodology provides an excellent framework within which
skill-based CRM can be developed. However, the documentation that I was
referring to was the non-AQP guidance that shaped the past 10-15 years of
industry CRM. That is the guidance (AC-120-51) that the GAO report
confirmed as poor. Correct me if I am wrong, but the same folks who were
called upon to craft the development of AC120-51 are crafting the rewrite
of 120-54 chapter 20.
