Although this is not as detailed a response as Ken Funk's, I did find some
information regarding the A-320 crash in The Risks Digest regarding your
question. This is a forum on risks to the public in computers and related
topics. It covered information on the A-320 in Volume 13 starting a few days
after the crash (see issue 05 through issue 27) quoting numerous sources
(newspapers, officials, etc.). The address is:

contributor causes for the A-320 crashed approaching Strassburg some years
ago: the opposition of the union of Air Inter pilots to use a GPWS
