Ernst,
In the U.S., the PTS (Practical Test Standards)for the Commercial
is required to list the references from which maneuvers/procedures are
drawn. I suspect that they reference the Flight Instructors Handbook, and
perhaps some other commercially available document. I don't have any idea
of what book that might be however.
You might pick up a copy of that PTS and see what it says.
