Greetings! Just a quick note regarding civil certification and design
philosophy. Chip Adam (FAA Flight Test) and I published a paper at the
AIAA/SAE 1996 World Aviation Congress entitled "Minimum Crew Certification
Human Factors Issues and Approaches (paper #965510)." It was later used by
AIAA as the basis for "Human Factors Issues for Flight Crew" in the
January/February issue of AEROSPACE ENGINEERING.

This paper evolved out of our certification work with various three to two
pilot conversions of "classic" aircraft (such as the B-727) and the addition
of advanced avionics systems to this same group of aircraft. Among other
things it contains a discussion of the various methods of workload evaluation
currently in use for civil certification of transport category aircraft in
the U.S. plus a brief mention of other analysis techniques (such as
time-line). Effective CRM is a certification issue.
