Graham,

I just finished a recap of all the messages that we CRMers wrote about
metrics and related subjects from Oct 96 thru Apr 97. My conclusions are as
follows:

1. The most relevant measure of CRM training is "Did it get to the cockpit?"
2. The only way to determine that is to observe the aircrew in the
performance of their duties.
3. Some form of measuring instrument is necessary to assist the evaluator in
collecting the relevant information.
4. There must be a structured CRM training program with stated, attainable
objectives.
5. The objectives must be observable to be measurable.
6. The objectives must relate to aircrew duties or tasks.

After we get to this point, answers to some of the other questions
(pass/fail, process, management, skill, value added, etc.) should be more
clear. I think it was Greg Deen who said in this forum some time back, keep
it simple. I agree.
