Hi Hugo,

After some research, apparently CRM is not necessarily required of
foreign carriers here in the US (this information is from an FAA
Inspector with responsibilities in this area), but is highly
recommended. He said, however, that most governments (DGAC, CAA, etc.)
are requiring CRM training of their own carriers.
