FAR 121.404 Requirement

I am afraid full of my message did not reach you due to some unidentified
computer trouble. I once again try to send you the same message to which any
file is attched at this time.

Dear everyone :
FAR 121.404 requires CRM competence for flight crew, flight attendant and
aircraft dispatchers. I do not know why maintenance crew is not included in
this requirement. Please briefly advise me if anyone knows the detail of
discussions which were made during this rule making.
