I didn't want Key's suggestion for advanced training - that line pilots be
given some form of behavioral observation checklist and asked to rate a
videoed LOFT as part of their recurrent training - to go unheralded as I
thought it was a very clever idea.

A recurring gripe we hear is that pilots can not evaluate HF skills. But by
giving the pilots a HF observation checklist and schooling them in its use,
they can see that such a thing is doable and meaningful. It allays their
concerns about evaluation, it reinforces which skills are considered
important and why, and it also creates a grass-roots acceptance of the
concept. Check airmen will be less able to "beg off " doing these
evaluations if the line pilots have already accepted them.

So, by sharing the forms with everyone, not just the instructors and check
airmen, the process is demystified and made more credible. Hopefully such
training would lead to more pilots accepting HF evaluation as an important
part of performance feedback and improvement
