What would you do if a pilot with a full load of passengers takes off,
proceeds to an airfield 30 nm away that was not assigned (files a flight
plan in the air) to make a low approach and go around (standard) as a part
of an "open day event" (but extending flaps above maximum landing flaps
weight) and then continues to the destination?
