I think in such important issue like go around should be very strong
regulations imposed not only by CRM acpects but raiver governement and
airline law based upon CRM. Major air regulatory law in Russia states:
Desision to execute a go around in any cases is only right and prudent
action. No one may inquire aircrew about reasen for go around.
SOP in my airline is based on this ground. We have certain
curcumstances, when FO can do this, also there are collouts, performed
by FO upon which Captain executes go around. During presision ILS CAT 2
or 3 approach it is not so oftet happens,becouse aircraft automatic
system does it very well,but non-precision VOR or espesially NDB
approaches imposes on crew coordination some additional tasks. There are
certain amount of aircraft deviations including speed, heght, VS, gives
FO rigts to call "OUT OF PATH" This would induce Cap to initiate missed
approach procedure. If there is no response eiver verbal or action from
Captain FO should assume incapacitation of Cap and execute go around. In
pilot socety in our airline we stongly appreciate this sort of
coordination and no one would be blamed in inability to fly if FO colled
"OUT OF PATH" or if Cap went around.That is one of the best ways to
avoid reluctance to go around and to prevent fight for controls. Cap
always remains in charge FO feels comfortable.
