Excellent point on the spoilers - the speed brake on the F-15 is
retracted based on exceeding a critical angle of attack. This does two things,
it prevents the pilot from inadvertantly leaving the speedbrake out when he/she
wants to climb (ie Cali) and it also prevents the disrupted airflow caused by
the brake to blank out the rudders (loss of directional control).
Unfortunately, it isn't smart enough to know when you're trying to accelerate as
it references only the AOA. I agree that a better solution would include the
throttle position in the loop as there is no earthly reason I can think of that
a pilot would want speedbrakes (spoilers) and full throttle.
If Rolf Braune is on this mailer he might be a better source for info on
