Hi Ernst,
For argentine aviation regulations, a CRM facilitator should be
1. an aviation proffesional well motivated, skilled and sensitive to human
factor issue. Also a natural leader.
2. an expert in his own field (pilot, ATC, dispatcher, cabin crew, mechanic,
etc.),
3. to fullfil a course/workshop lasting 5 month (6 hours each forhtnight)
4. to present in that course/workshop two modules of the classic CRM
curriculum (SA, Leadership, Comm, etc.), which is evaluated by the rest of
the coursemates, and eventualy video-recorded to public self evaluation.
5. to present a monograph evaluable by the authority.

Finally, if certified, the CRM Facilitator is responsible for
diseminate CRM phylosophy in his/her own organization, with the help of
other colleagues, authorities and eventually experts in edu. and/or psy. fields.

There are also free-lance facilitators and vendors.

All pilots flying under part 121, should have underwent the basic
indoctrination by december 31, 1998. The rest of aviation professional
december 31, 1999.
