I'm a retired Coast Guard pilot who has done a lot of Risk Management over
the years (adverse wx, rescues at the far end of fuel range, etc.). The CG
has a very proactive program that the operation centers, controllers and
pilots use to make assessments of risk numerous times during the prosecution
