The Air Force Reserve sees ORM as being fundamental to good mission
planning. At least as it applies to operational aircrews. Some units have
been doing ORM for 10 years and are into the third and fourth generation of
ORM long before ORM was used by Army aviation. This was an out growth of
their mission requirements. On the local level ORM fits nicely with Risk
Management which has always been a CRM topic. Many never really jumped into
Risk Management because it is usually done behind the scene by schedulers and
managers. Those things like not forming a crew of all recently upgraded
people, accounting for the training load vs. mission requirements, who needs
the sortie rather than who needs the training. ORM just makes those crew
management functions quantifiable and thus manageable. I know for myself I
relished being on an aircrew with two IP LTC's or above going to an airshow
in Ottawa.
