I once heard of an incident on a Shorts 360. On this type the policy was
not to select full flap until a landing was assured. At minimas (200 ft agl
on a CAT 1 ILS) the captain (PF) decided he was landing and called for full
flap. The FO decided he could not see the specified visual reference (6
consecutive lights) and refused to select the flap. I am not sure what the
outcome was but it seems to me that decision height is not the place to
start an argument.
