CHIEF SCIENTIFIC AND TECHNICAL ADVISOR FOR HUMAN FACTORS
The Chief Scientific and Technical Advisor for Human Factors provides
highly specialized advice and guidance in all human factors research and
development programs for the FAA and their application to the National
Airspace System. This executive assists and advises the Director of
Aviation Research and other top management officials on human factors
issues such as: human computer interface for air traffic control,
controller aircrew interface, aircrew performance, cockpit resource
management, flight training, maintenance training and procedures,
medical certification of airmen, and procedures for security personnel.
The Chief Scientific and Technical Advisor for Human Factors defines and
evaluates the agency's human factors related scientific and
technological activities and makes recommendations on the basis of
qualified state-of-the-art scientific and technical experts. He/she
ensures that relevant human factors issues are addressed throughout the
acquisitions process for major systems developments for the FAA.
When applying for this position, applicants should show how they have
demonstrated strong abilities in the following areas:
SPECIALIZED EXPERIENCE: Applicants must have at least 10 years of
specialized experience in, or closely related to this field; at least 3
years of this experience must demonstrate that the applicant has
experience in planning and executing difficult research activities with
results of national significance.
1. Ability to establish and maintain a high level of specialized
scientific and technical leadership in research and development on all
human factors issues critical to aviation; ability to integrate,
coordinate, and organize all agency staff and activities in the area of
human factors into a comprehensive, world-class program.
2. Ability to serve as an effective spokesperson for the organization
both nationally and internationally.
3. Advanced knowledge in the field of human factors research and
recognized as an expert in the national and international aviation
research arena.
4. High quality of professional competence and stature in the profession
as indicated by publication in open literature which advances knowledge
in the field; memberships and activity in professional and scientific
societies; honors, awards, and other recognition and leadership in
national and international scientific communities.
5. Demonstrates a high degree of creativity and skill in the application
of human factors theories, concepts and principles in the development
and leadership of an agency/national program for aviation human factors.

Degree or Equivalent Experience
Basic Salary $93,357-$125,900
NOTE: This position is covered under a new executive compensation
system that is being piloted by the organization.
