These is my point of view with respect to the questions:

It happen at the operational methods level because it is related to how
crews learn and understand, related to their cultural environment.

I dont think that there are different basic skill requirement. The different
thing is how do you learn those basic skills and how the skills are
pertinent to the operation.

In Latin America we have use many methods from European and American
Airlines like Swissair and United. We can not copy their method because
culturally we are different and that difference affects the method of
learning. We are know working on how to implement CRM based on our culture
and customes.
