In your message dated 10 December, you stated with some certainty your
philosophy of metrics. You mentioned
"Metrics is easy. All it requires is a training system, a management system,
and an evaulation system".
At first, I wasn't sure if this statement was tongue-in-cheek... Having been
involved in the design of training systems, management systems and evaluation
systems at a major airline for the past several years, I am cautious about the
use of the word "easy" in the context of developing metrics, management systems,
training systems, and evaluation systems.. Perhaps there is a simplicity you
have found that we all have missed. Please share with us how you would use your
system to rate the C-130 mission crew in your scenario. It would be
particularly helpful if you could highlight how you would obtain valid and
reliable data that the evaluator could use to make decisions about the fitness
of the individuals performance and how these individual results can be used by a
senior manager to assess the fitness of the airline/flying unit. Please be as
specific as you can. Don't worry about losing the audience in the details of
your rating scales, development methods, and your statistical methods, since you
have a lot of Ph.D.s and informed people listening.
