The military reporting system needs first of all a charter from on high
that keeps the reports deidentified. Second, the system would have to be
designed so that the reports published are truely deidentified. I suspect
that every CO will be checking his exposure by trying to guess who if
anyone in his/her unit is off center. That brings into question the use of
the data. The data is useful to spot trends like altitude busts which can
then be addressed in training. It is not useful in addressing issues like
rogue pilots. The troops would need to know the goals of the system how
the system is set up in order to have confidence in it. I doubt that a get
of of jail for free system would work. Gerry
