Thanks for the response. Simple might indeed be better, but we live in
a different world in the military. I'm not certain that the Uniformed Code
of Military Justice (UCMJ) is conducive to the "get out of jail free"
card, although I have asked some of my lawyer friends to look into it.
The culture is also different, with command assignments and promotions
often decided on the smallest of details. Public image is huge in the
military, and any system that could conceivably point a finger of blame at
a commander (or fast rising crewmember for that matter) will be seen as a
high risk venture. Our challenge is to demonstrate that the benefits far
out weigh the risks. Additionally, the compiler/analyst of these data
will have to have a level of "connoisseurship" im military ops to ferret
out the essence of what are certain to be jargon-laden reports. This
could be taught, however so it is not a show-stopper, but something to be
considered. When all is said and done, NASA might still be the "fair
broker" we are looking for.
