CRM instructor certification

Hi gang;
Near the South Pole, and under the biggest ozone hole, we are making some
progress in the CRM field and would like to ask you for suggestions and
ideas regarding our nationwide program.

1. First of all, we produced a "framework circular" to set the tone, policy,
content and state of the art principles of CRM/LOS instrcuction. That, was
in april 1979.

2. Secondlly, we already lounched four course/workshops for CRM/LOS
instructors/ facilitators formation, in the Regular, Non regular, Military,
and General Aviation milieu. These are 6 hours meetings (1000-1600 Hs) each
fortnight for 5 or 6 month, until the objectives are reached.
In each course we have 25 instuctor pilots are studying hardly. We intent to
fully prepare CRM instructors in each aviation organization (airlines,
police, ACC, etc.). This courses/workshops are ineractive and will last for
perhaps 5 or 6 month untill the "student" are full operative. Each one of
them sould develop at least 4 modules and present them in the workshops for
feedback and qualification for their peers and the "authority" (me, in this
case).
Training techniques, videos, and manuals are beeing preparing in each course
by the students.

3. A second circular is in process of issuing right now.
The Aeronautical Authority will create a new "certificate of competence"
named "Instructor in CRM/LOS" with three different competences: regular
(121), non regular (135) and general aviation.
The requisits are, to be an instructor pilot and to aprove the
course/workshop mentioned above.
This certificate will have just one (1) year validity, and to renew it, the
instuctor must perform both, the recurrents the Authority will provide, and
aprove the proficiency checks aswell.

4. Afterwards, will come the timetable. Perhaps by december 31, 1998 no ATP
and Commercial pilot should be hired by any company if not have a full
CRM/LOS training. It will depend on the pace of our first step.
For the LOS part we will use low fidelity simulators for little companies,
and full simulation for the big ones (in this case they have to do it near
the North Pole).

Well, that is our program and projects. I will very thankfull for your
critiques, suggestions and ideas. Particularly on crm instructors certification.

PS: Forgot to say, the courses have no fee, and I provide each student with
an also free piece of bibligraphy, a book to initiate them, my recent issued
"CRM: an Operational Phylosophy". No English version available, but don't
worry, I say no new things for experts, but put much emphasis in CRM as
"Complete Resource Management". The aviation culture in my target here (a
bit paranoiac or omnipotent perhaps? :) )
