Bill,

In 1993, while I was at Hampton University in Virginia, we developed
a prototype ATC curriculum that incorporated CRM principles. We
called it TEAM-ATC for Terminal and En-route Air traffic Management -
Air Traffic Control, and referred to our approach as CCRM -
controller crew resource management.

The program was team orieted from the very beginning - even down to
the arrangement of the classroom using round tables rather than rows
of desks. The curriculum included weekly open sessions with faculty
and administration to discuss problems, procedures, policies, and
even teaching methodologies.

The students were more often evaluated as a team than as individuals;
we relied on peer teaching and evaluations; established performance
based assessments that tied classroom academics directly to
simulation scenarios.

We identified automation as a team "member" in that decision support
systems then just coming on line are another source of expertise to
use but not to be considered omniscient.

If you would like more detail, I might be able to get ahold of a copy
of our original proposal that referenced a lot of research then
ongoing.
